The organisational design of Barcelona’’92 was a completely new way of preparing for and executing the Olympic Games. Since then, that innovative design has led to a new term being coined: the ‘Barcelona model’. One of the main features of the Barcelona model is that the organisation should fundamentally be a public initiative in which the organising municipality plays a lead role.

In addition, the focus of the model is that the mega event should basically serve as an integral urban renewal mechanism, both in terms of improving infrastructures and enhancing a city’’s national and international image. The municipal approach to Barcelona’’92 led to the incorporation of the Organising Committee for the Barcelona’’92 Olympic Games (COOB’’92) as a company, the main representative body of which was an Assembly chaired by Barcelona City Council. The other members (in order of importance) were the Spanish Olympic Committee, the Government of Spain, the Government of Catalonia, Barcelona Provincial Council, the Barcelona Metropolitan Corporation, the Union of Catalan Sports Federations and the International Olympic Committee (IOC).

Following its incorporation, COOB’’92 had an Executive Committee and a Standing Committee, as well as a specific board for the Cultural Olympiad. COOB’92 was in charge of managing and/or coordinating every activity connected with the XXVth Olympiad: execution of public works, negotiation of television broadcast rights, relations with the IOC and the Olympic Family, etc.
